Safety rules we can discuss and review with preschoolers:

Street Safety:
*We
never cross a street alone. We always go with an adult.
*When
we cross the street (with an adult), we always "stop, look, and listen" before
crossing.
*We never run
across the street.
*We never
play in the street.
*We
never throw things into the street.
Auto Passenger Safety: While riding
in a car:
*We use inside
voices. We don't scream, shout, or make lots of loud noises. Why?
*We stay in our seats wearing
our safety belts
*We do
not play with window and door latches
(Note:
Thankfully, cars now have window and door latches that can be controlled by the
driver.)
